Key Tasks and Responsibilities:
– Setup and write an effective Cost engineering plan as part of the Project Controls Plan
– Setup a WBS and CBS
– Recast and conform the project estimate into a project budget. And if required correct for errors, late development etc.
– Prepare and/or direct the development of E, P, and C cost databases on any type of project (BE, E, P, EP, EPC, PMC, Multi-office). And guide the development in other project execution centers, as necessary
– Setup and/or direct the setup of effective physical cost trending tools based on earned value principles, using the company tools
– Prepare effective cost / quantity analyses, recommendations, including the use of all associated information and tools.
– Prepare a cost forecast at project completion based on an estimate-to-complete for the remaining work and registered expenditures & commitments
– Regularly analyze project cost/quantity trending/progress data, forecast trends potential trend from this data, raise issues and advice corrective action
– Regularly analyze discipline performance, manpower, based on physical, progress, rates and performance. Resulting in cost forecasts per discipline, execution center and the total project
– Represent Project Management in client discussions with respect to all aspects of cost management (assess bids, provide counter estimates, (assist in) building or countering claims, (assist in) negotiations). To develop project specific models to support the above
– Prepare and/or direct the preparation internal and client cost reports (including close-out reports asset-breakdowns etc.)
– Advice project accounting on project- costs, revenues, reservations and margins
– Set-up and guide a Monte Carlo forecast analysis/ contingency requirement calculations, using the company tools
– Be able to build models that fit the project specific requirements
– Be able to build and maintain incentive forecasting models
– Set-up and maintain a change management system. (or guide the preparation of such a system)
– Support Risk Management process
– Supervise and or work on multiple projects if required
– Be able/prepared to act as Project Controls manager on a small project, if required
– Leads the invoicing process with the client
– Very experienced in cost engineering tools and techniques
– Be familiar with material control, estimating and planning & scheduling, and project accounting techniques
– Uses experience and problem-solving skills to develop and improve processes and to recognize and communicate project issues early
